Those look to be the turbine buildings NOT the containment buildings to me.

“Emergency Activation Level” is based on procedural guidlines and does not autmatically indicate impending disaster, only that risk factors exist which, if not mitigated, could create a health or safety risk. Sometimes mitgation is time-consuming but relatively easy. Other times you get the “John Wayne” scenario. Can’t tell that by “Emergency” designation.

NHK says radiation detected. 1 days exposure at measured level is equal to one years normal exposure.
They're warning people in the area to cover up, use wet towels to breath through and wash all clothing once indoors.
