Looks to me like they could call anything an emergency.

Please remember you are reading the AP/ MSNBC version of what the bill does. In reality, a city has to be bankrupt before a manager can even be considered.

How does a state legislature grant someone the power to void contracts?

In Michigan, as in most states (except Wisconsin and a few others), a majority constitutes a quorum. If the Mich Dems run out, the Repubs still have a quorum.

How does a state legislature grant someone the power to void contracts?

Where does a state bankruptcy judge get his authority to void contracts? The state legislature's laws on bankruptcy.

Here, the state chooses to give the authority to a state-appointed administrator instead of a judge, for the case of an insolvent local government entity. Local government is a creature of the state, and gets its powers from a grant of authority by the state. What the state gives, it can take away.

Michael Moore was on Pacifica complaining that he could not go to Madison today because he had to be in Lansing to protest this.

That’s the way to do it, GOP. Multiple bills in multiple state capitals simultaneously. Moore and the Union Rent-a-Mobs can’t be everyplace at once.

From the same place the Congress gets its authority. The bankruptcy code does not provide for political subdivision so the power is reserved to the states.

That was my first concern as well. Move the power closer to the people not further. I may like it now because it achieves my goals, but certainly would not want it used against me.

All true conservatives should be outraged over this. This law is saying the Governor has the power to dissolve any government he wishes in the state. That is the mark of a true socialist dictator. Big government at is worst. Taking all control away from the local people. Republicans in the state should be ashamed that they went along with this anti-american garbage bill.
