Yes, they must be reading here. I think Laz is right. Basic math says you round up or down to the closest integer. That would mean the RATS are superfluous and the pubbies have a quorum.

They have a quorum but do they have the testosterone to act on it? Maybe.

The Wisconsin Constitution requires 3/5ths to constitute a quorum for fiscal bills. Fiscal bills being described as...
any law which imposes, continues or renews a tax, or creates a debt or charge, or makes, continues or renews an appropriation of public or trust money, or releases, discharges or commutes a claim or demand of the state

But a simple majority is all that is necessary for other bills. I think the best solution is to split the bill up. Take all parts of the bill that are considered non-fiscal and find a way to pass that right away. Then when the democrats slink back into the state (and they will eventually) pass the rest. Legal experts is this possible/practical?

BTW here is the language of the bill in question in case anyone is interested.
