The US government is offering private intelligence companies contracts to create software to manage "fake people" on social media sites and create the illusion of consensus on controversial issues.
The contract calls for the development of "Persona Management Software" which would help the user create and manage a variety of distinct fake profiles online. The job listing was discussed in recently leaked emails from the private security firm HBGary after an attack by internet activist last week.

According to the contract, the software would "protect the identity of government agencies" by employing a number of false signals to convince users that the poster is in fact a real person. A single user could manage unique background information and status updates for up to 10 fake people from a single computer.
The software enables the government to shield its identity through a number of different methods including the ability to assign unique IP addresses to each persona and the ability to make it appear as though the user is posting from other locations around the world.
Included in HBGary's leaked emails was a government proposal for the government contract. The document describes how they would 'friend' real people on Facebook as a way to convey government messages. The document reads:

Somethings can't be improved upon. Conservatives - particularly Tea Party activists, need to develop an alternative network of communication that can't be 'hacked' like the net.
The LDS church has a communications network that was set up decades ago, long before the net was heard of. It would still work today. They set it up primarily to reach and recall their thousands of missionaries and others around the world in the event of a some catastrophe.
HANG ON TO YOUR LAND LINES.
This system can be used to reach, literally, millions within an hour. It's so simple, the gov't wouldn't even suspect it - couldn't access it anyway.
Works like this:
Everyone in the network has a total of only ten names and numbers to call - to relay whatever message needs to get out.
The first person calls their list of 10.
These 10 immediately call their list. Within 5 minutes or less, 110 people have been reached.
Doesn't sound to efficient, eh? But stick with me ...
Those 100 make their calls = 1000 reached, who make their 10 calls = 10,000 x's 10 = 100,000 x's 10= 1,000,000. Remember, it explodes by 10 x's the last number on each round. By the end of an hour, many millions have been reached.
Also, each member has only ten names and numbers - which would make many dead ends for anyone trying to gather 'names and numbers.'. And the numbers could be scrambled in a code, really shutting off any tracing down.
It's so simple, it boggles the mind.
But we need to be establishing these phone banks - and using land lines. We need to be able to communicate when the despots shut down the net...Divide and conquer is a tool they need. Let's end run them before they strike. Too late after the horse has left the barn.
