Wisconsin Governor Has the Power to Replace the Vacant Democratic Legislators

A clarification for that thread. The governor has the power to call an election for a vacancy, but I don’t see that he has the authority to declare any vacancies. I’m researching it. If anyone has more detail, please share it.
