Agreed, but in this case the paranoia has political ends, not just protection. Acting on paranoia is when mistakes happen, and so the SS is not what it used to be. When paranoia was used as a principle of perception, prpearation and awareness, not activity of misconduct as we have seen the SS did not interfere with the constitutional rights of Americans.
