This story was originally run in June 2010. A temp worker at the Board of Elections would not have access to vital records held by the Dept of Health, and the offices are not located near each other (Pearl City for BOE and Honolulu for DOH), so it is highly unlikely that he would inteact on a regular basis with anyone in the Vital Records section of DOH.

Regardless of whether Corsi is generally correct in his assertions, this particularly story is most likely bogus.
