You do NOT have to be a US citizen to make an FOIA request.
In fact, maybe it is better in this case if you aren’t a US citizen and don’t live in the US.

How the heck did this start? You want an FOIA request, but you are not prepared to do it yourself, you want an Australian citizen to do it for you?
