Sounds barbaric!
A sign of the times...
We have two California’s ...one working, obeying the law, paying taxes and exposed to all the risks of dealing with govt. The other a Third World country operating outside the law, tolerating corruption and violence.
In Third World countries you don’t stop if you hit someone..instead you may report to the next police station or phone in a report. Stopping may allow you to be mobbed and killed. Just as long as there is someone there to help the injured..you keep on moving. Having lived and traveled in many Third World countries..more numerous to count..the rule was always the same.
