The Speaker simply believes Obama was born in Hawaii. He doesn't believe the state of Hawaii would simply say and do nothing if a President was presenting a fraudulent state COLB to the nation, a document the state could and would legally dispute without violating any privacy laws. You can think he's wrong, but that's hardly a ridiculous thing to think. Some would even call it reasonable.
The Speaker also most likely dismisses the whole two-citizen parent argument, as any court that takes up the issue likely will (and the only court to specifically discuss the question did). Again, that is hypocrisy only if you believe your own, personal interpretation of undefined language in the Constitution is the only one permissible. That could be called hypocrisy, and certainly is vanity.
