We used to manage restaurants in Wisconsin, which is in and of itself a strange place if you weren’t raised there.
We could always tell the economy was bad by the theft of toilet paper, salt and pepper shakers and utensils.
I made the statement one day that you could put free cow pies on the Marque and get a rush of customers forming a line out the door.
We decided to test it.
We put cow pies (just dry enough not to smell through the package but still smell when you opened it.) We wrapped the packages with beautiful ribbon and paper and put one in each stall in the Ladies rooms (men don’t steel TP like women do).
We thought that the majority would find the package and turn it in. Wrong - the only people to turn the package in were those who opened it and found the cow pie inside.
The rest took the package or left the package in the restroom.
Now all this was before terrorists.
My Mom lived in a retirement community in South Jersey. People were always stealing toilet paper and anything that was nailed down from the community center.
