This is another of those very sad stories we keep hearing about drunks and the demographic of the Perp.

I had no idea that the legal limit for blood alcohol level went by a persons age.

That is probably the lowest level that can be measured. When a driver is below the drinking age, any alcohol in the blood is above the legal limit. His BAC of .13 is about 50% higher than the legal limit of .08 in many states, and definitely above the .10 which defines what is about the highest legal limit in any state. The kid was drunk.

Demographics are really kind of irrelevant in this story, I think. What's key is that it caught up with him and he's destroyed more lives than just the two he ended.

May be a California "thing", it's .08 here in Illinois and as far as I know that's for everyone here. I also thought 21 is the legal drinking age.

I see people in their 30s being carded for cigarettes here.
