Maybe an stupid question but why doesn't Hill have a Combat Infantryman's Badge rather than a Combat Action Badge?

Because he has not had a duty where he could earn the CIB. He has been in a position where he could get the CAB but never the good one.

This POS has been promoted through the ranks, and given jobs that would help pad his career but keep him directly out of the action, for one reason only.

You can easily guess that reason.
