"The workers themselves aren't the problem, no."

I agree they aren't the cause of the problem. A bit ago I worked as a private contractor in a government facility. The bureaucracy was such that it was difficult to try to be productive.

We had an important set of documents scheduoled for delivery by a certain date, once. All the workers sucked up all the OT and produced a third rate deliverable only a few weeks behind schedule. The schedule was changed and a celebration held for making the deadline.

I told a fellow worker that if I were in charge I would have been throwing stuff and cursing, instead they gave everyone pizza, ice cream, & atta boys. After as while all but the most diligent workers will become disheartened and give up in such an atmosphere.

Eliminate 2/3 of all government employees (outside of DoD). Of the 2/3 laid off, prosecute the 1/3 who are actual criminals: Holder, Obama, Reid, Pelosi, et. al.
