Seoul, South Korea: Last week's deadly attack on Yeonpyeong island has escalated military and diplomatic tensions on the Korean Peninsula, and for some in the South Korean capital, Seoul, there is an increasing fear of North Korean retaliation.
Hence, evacuation centres were being prepared in the city on Monday, amidst mounting tensions.
There are 3919 emergency shelters across Seoul - many are housed in subway stations or underground carparks.
According to local officials, evacuation shelters can be easily reached by everyone within five minutes and can accommodate more than 20 million people.

It’s way past time that someone grew a set and put NK out of business. IMO, it’s not going to happen with the SK’s.
I am beginning to think that all arty and other shells will be lobbed around Seoul, troops will encircle Seoul immediately after complete saturation.
The PRNK wants Seoul completely intact.
The only defense the South has is to state that should the PRNK overtake Seoul a tactical nuclear weapon will be detonated large enough to completely destroy all buildings, warehouses and manufacturing.
And especially the food.
Evacuation in place? This is an outstanding way to get 20 million civilians killed. What they should be doing is evacuating Seoul now, and sending the civilians south away from the DMZ.
This doesn’t end well.
SK threatening to nuke Seoul would make the Kims laugh themselves to sleep. Why not threaten to nuke Pyongyang instead?
The North may have been shielded from the rest of civilization to an unheard of degree, but assuming they are aware of McDonalds on every streetcorner, supermarkets overflowing with fresh food, fish and vegetables, opulence that is common to the south like TV free speech, better housing, automobiles and such and with all that in mind can one logically be lead to believe that the Norks want it destroyed?
A society falling apart from its isolation, eating tree bark, forced conscription, total state control of their lives from birth. But give them a glimpse of whats past their border and I think they would rather defect in mass than be cannon fodder.
By sending out the message that what they crave, what will fulfill their dreams, their ambitions and hope for a free society that will be utterly destroyed will indeed cause disruption in the ranks.

SK should be the one to do it as they hve a vested interest. We, at the most, should only play a back up and supply role.
Most people in NK only know what their government tells them and they probably know nothing of all that
I want the Sorkies to take care of business. I don’t think they need our protection. I don’t mind helping, but I want to see THEM handle their affairs. From everything I’ve heard, they are tough, well-trained, VICIOUS fighters. I know they don’t want to have to do it. To the rest of the world this is an affair between two countries, but to them I imagine it seems more like a civil war, even after all these years.
I doubt with the current resident in the WH that the will exist to do much more than “diplomacy”.
Now if someone is better informed or has more current information or opinions, I would very much like to hear them.

you tell the populace—what can they do?

I doubt that even with nutty NK knife rattling, they really don’t want to lob a nuke at SK.
What they want is stuff and all this is blackmail.
If SK gets enough of this and does not cave, then it might be a civil war.
