The first quote is a little out of context since it was in response to the question of forces in the area and the interpretation in the opening line is a little misleading.

If I understand the historical background correctly, the U.S. *is* “the frickin’ UN” in this situation, since our Status of Forces in South Korea was established by a UN mandate which predates SEATO or any bi-lateral defense treaties which may be in effect....
Bull. We have just enough forces on the DMZ to yell BANG and die. That's their job. Give warning & try to hold the line until they die in place. Hopefully that gives us enough time to get off the dime and push back. Of course as has already been correctly noted, currently it depends on which Obama wakes up that morning....
