I worked in that part of the country for many years, with oil & gas development on the OCS (outer continental shelf; i.e., federal waters more than three miles from the coast). In about the same area where the 'missile' supposedly originated, we had to coordinate drilling activities with the US Navy. Why? Because the Navy operated a missile test range there (primarily for cruise missiles, if I understood things correctly, rather than SLBMs) - and the Navy didn't want an experimental missile going off course and sinking a drillship or semi-submersible.
Bottom line, if a real 'mystery missile' was actually launched from the vicinity of an established US Navy missile test range only 35 miles from Los Angeles, it was either a US test, or the President is currently negotiating surrender terms with some foreign government. I suspect it's just our 'Fearless Leader' showing off (at the expense of the American taxpayer, as usual) while he's vacationing at his boyhood home in Indonesia...
