Had that been a sub launched nuke aimed at Los Angeles, it would have hit the mark while the parties that should have been dealing with the sub were asleep at the switch. Incompetence. While everyone is watching the video, there is time load up another and launch...perhaps at a land based target instead taking a flight over the water.

Command changed in 2009 from Airforce to Air Force Space 2009-06-30 00:40:34 LOS ANGELES,
Monday's launch will mark the last time that the Air Force Space Command will be in charge of such tests. Its function has been absorbed by the newly-created Global Strike Command, according to earlier press reports.
