He is going to borrow millions to employ (probably public workers) to weatherize all of Oregon’s schools and make up the deficit with the enrgy savings. I am NOT kidding!

The young idealists from Portland and Eugene gave Kitzhaber a squeaker. Hopefully a taste of 10% unemployment in the next 4 years will wise them up.
