ROFL, what this clearly shows is that the states were still considered sovereign nations that bound themselves together by the contract known as the US Constitution. Therefore, Vattel is extremely important. English feudal law was for a Monarchy where sovereignty resides in but one person, the King. In the US, sovereignty is not in the federal govt or the president, it is in the people of the states whom the government is to serve, not rule.
