Perhaps they are shipping the west coast criminals to the east coast and vice versa.

But seriously, I would bet the sucky economy has moved voluntary deportations way up. If you can get Uncle Sap to pay for your food stamps, medical care and housing when you're here, why not also have him buy your ticket home to visit la familia?
