Children have the biggest carbon footprint of all.

This isn't about the environment at all. This is about the fact that the further to the left you go poltically, the more dead bodies you pile up. This is about the fact that leftist are so psychologically depraved that large-scale murder doesn't bother them so long as they can wrap themselves in self-rightousness.
This is a warning that government is a powerful tool that uses violence to achieves it ends and that leftists will never be shy about using the most extreme forms of that violence on anyone who would dare disagree with them, no matter who they are. A point made perfectly clear by using children in the first portion.
They have already began to turn their dream into a reality. China and Europe have began with routine infanticide and the USA is not far behind. As if abortion wasn’t bad enough.
I predict that between 2016-2025, the leftists will systematically exterminate “excess” children between the ages of 0-3 years. They will easily eliminate anyone who tries to interfere with the “carbon cleansing”.
Their evil deeds will exceed any sci-fi horror story ever conceived. They will make the Jewish holocaust look like a Disney movie.
