The Obama administration this week plans to revive its pitch for the health-care overhaul, hoping that a slate of consumer-friendly provisions will boost public support before midterm elections.
Starting Thursday, insurers officially must adhere to about a half-dozen key changes under the law, including eliminating co-payments for preventive services and allowing children to stay on their parents' insurance policy until their 26th birthday.
Democrats structured the provisions so they would kick in right before the elections, thinking incumbents would have a tangible achievement to promote on the campaign trail.
But public support for the law continues to lag, with Americans split roughly in half over whether they support it, and the debate over jobs and taxes is squeezing the health law out of Democrats' election narrative.
In recent weeks, insurance companies have started mailing consumers letters informing them of double-digit rate increases starting this month, partially attributing them to the mandates that begin Thursday. That is sowing confusion among consumers, and muddying the Democrats' contention that the law will rein in sharply rising premiums.
The administration is chiding insurers for such increases, saying the new benefits only minimally increase insurers' costs.
On the campaign trail, "there are snapshots of people clearly running away from the bill," Kathleen Sebelius, secretary of Health and Human Services, said in an interview with The Wall Street Journal broadcast on C-SPAN. But on the whole, candidates are championing things such as funding for electronic medical records and insurance protections, she said. "We have a whole new day for health care in America," she said.
President Barack Obama plans to give a health-care speech Wednesday to highlight the new provisions, with a "heavy emphasis on people who are already benefiting from the law," an administration official said.

I don’t know how this is going to work out. Most people have already been informed that their rates are going up in January to help pay for ObamaCare.
NUTS!
Rein in rising premiums? The Democrat's "obamacare" is what is driving most of the premium increases we will see this coming year. The 'rats have over-reached, badly here. They have expanded government beyond any reasonable scope as ever envisioned by The Founders. They, the 'rats, have made promises that defy all reason and logic, failing the BS test badly. We, the American people, need to hang obamacare around their necks and throw them overboard (ie. out of office). I want my liberty, I want my freedom, I want to be able to pursue happiness without the burden of dragging along a bunch of lazy socialists and illegals. Enough! You are all out of a job.
What this guy wants is the Dems to lose badly this year so he can blame someone for whatever mess we are in before the 2012 election.
Please do Obama. Remind everyone why YOU and all other liberals/elitist have to GO!!
And everyone he's pimping will be exempt from Commiecare. BRILLIANT!
Perhaps the brilliant Democrat strategist coven will recommend an equally appealing public image, and suggest Hussein be video taped while drowning puppies.
MengeleCare fit for a dictator.
He’s certain that HealthCare Speech #910 is most definitely going to change all of our minds.
Please do. It will make more people vote against Democrats.
++++ and allowing children to stay on their parents’ insurance policy until their 26th birthday. +++

“So happy that my profession and lifes work has become a political football for a group of morons.”
Friends and relatives in the medical profession have said the same to me.....
The several doctors I see on a regular basis have said that Obama is an idiot and ObamaCare is the product of an idiot.
They don’t think too highly of it.
