The number I keep hear is 2% are fighting us.
First ask yourself how many citizens vs conscripted soldiers are their for a country? Meaning how many citizens does it take to finance one soldier on the front line?

Typically in the US military it takes 10 soldiers for one front line soldier. When it is a fight at your home front it was for the Germans during the war about 4 to 5 soldiers per fighting man. So lets take the 4 soldiers per fighter which is 5 soldiers.

How man citizens does it take to finance 5 guys?

In other words if 2% are fighting us then their support equals 10% on the front lines or support.

To Finance 10% it would take in charities and bad government supports at least 30% at and they would be hurting for cash at that level.

In other words if 2% are fighting at least 40% are financially or directly supporting them at the very least.
