It will not be as overt as the Soviet Union. Instead, living outside of the city will become ever more expensive via taxes and fees targeting such a choice.
For example, a restored farmhouse will be very expensive to sell if it requires $100K of work in order to meet Federal code.

That's my fear. I believe one of the things being kicked around with the cap and trade bill were mandatory energy evaluations, to be compared to some "federal standard". Another possibility was a requirement to meet these "standards" before you could sell. Like you said, it could force those of us who live in old farmhouses to either stay put, or lose a ton of money to sell.
