Why in the world would anyone want to break into a Coal fired plant? Having worked in various power plants Nation wide, I can say most have decent security, especially Nukes.
Maybe they were trying to steal some electricity to take home with them. (Sarc)

Evgeniy Luzhetskiy, of Kazakhastan Nail Idiatullin and Rustem Ibragimov of Russia. The first guy is definitely ethnic Russian (a quarter of the population is Russian). The latter two "Russians" have Muslim names and are likely Chechens. I could see this as Islamic terrorism if the first guy is a convert or is using an alias.
