The Mall, Capital Building, White House etc are restricted air space, what you’re hearing are jets flying in/out of Reagan International.
You can stand at the Washington Monument and watch them all day/night long, but they do not cross over The Mall itself. One of the absolutely coolest sites is going to DC on July 4. We’d get a spot near Washington, in between the fireworks you can see jets. Very cool! Flying into National from the South is incredible too, you go right over the Pentagon - I always get chills and I’m not talking Crissy Matthews type chills either :-)
I think they expanded the no-fly zone after 9/11 but not by that much. Fact is, there isn’t a whole lot of room.
People do not realize how small DC is You can easily see Arlington from the Washington Lincoln Monuments - you can walk to the Smithsonian’s, to the White House, to Jefferson’s monument to the USSC easily.
