Who says that they will not? How short is the short form you are talking about? I have a one page birth certificate that says no more than the Hawaii computer printout, and I also have a business card sized one. Not sure if the business card sized one has all the necessary information, but it should!

The US State Department, under the Constitutional provision of general laws passed by Congress has prescribed the minimum requirements (i.e. the manner in which such acts, records, and proceedings shall be proved).

Either way, if it meets the requirements as prescribed by Congress, other States are required under the Constitution to give it “full faith and credit”.

A certified birth certificate has a registrar’s raised, embossed, impressed or multicolored seal, registrar’s signature, and the date the certificate was filed with the registrar’s office, which must be within 1 year of your birth. Please note, some short (abstract) versions of birth certificates may not be acceptable for passport purposes.
