just how do you propose they do that? Attach federal bank accounts?
If the cash is passing through the state treasury office (which a huge portion does), then the state can get it's hands on it. I'd also say that all the way down to the county level, the state has the ability to choke off Federal funds and keep Federal employees from trying to directly collect revenues.
