Rangel's been at this "bring back the (active) draft" movement for years. Why? Seems that the tipoff came back in 1991 the moment the first American attack in the Persian Gulf War was launched. Rangel lamented that the war would be fought by an all volunteer military that had a larger percentage of blacks (and perhaps Hispanics) than the general population. In other words, representing his predominantly black district, he was playing racial politics rather than focusing on how to best assure optimal performance by the military in the conflict that lay ahead.

Rest assured that Rangel wants the restoration of the active draft now for similar reasons. The military has made no request for it, so the grandstanding Rangel is seizing the opportunity for himself. What he really wants, consistent with his bean counting mentality, is a larger percentage of whites - and a smaller percentage of minorities - in a military he doesn't have much regard for anyway.

What he really wants is to deny as many blacks as possible the education, training, discipline, experience, leadership, and earned respect available in the military.

His district is 30% black and about 50% Hispanic, but I don’t think that has too much to do with it.

H.R. 5741 was referred by Cong Rangel to the Committee on Armed Services: To require all persons in the United States between the ages of 18 and 42 to perform national service, either as a member of the uniformed services or in civilian service in furtherance of the national defense and homeland security, to authorize the induction of persons in the uniformed services during wartime to meet end-strength requirements of the uniformed services, and for other purposes.

Seems that back in 1991, the moment the first American attack in the Persian Gulf War was launched. Cong Rangel lamented that the war would be fought by an all volunteer military that had a larger percentage of blacks (and perhaps Hispanics) than the general population.

"The Plan"---Page 58---Citizen service: “Every citizen needs to understand and accept the essence of the American bargain: Each of us has to do his or her part. While the rights of citizenship are explicit in our constitution, the implicit responsibilities are every bit as crucial. All Americans between ages of 18-25 will be asked to serve their country by going through 3 months of basic training, civil defense preparation, and community service. The nation will enlist them for 3 months of civilian service. They’ll be asked to report for basic civil defense training in their state or community.”

Candidate Obama 2008: ”We cannot continue to rely on our military in order to achieve the national security objectives that we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded”.

“Obama will call on citizens of all ages to serve America, by developing a plan to require 50 hours of community service in middle school and high school and 100 hours of community service in college every year”.

Thanks much to both of you for the pings. I appreciate it. I haven’t had much time to comment lately, but I’m still here... just in “lurker” mode more lately. I’ve actually run out of things to say on many of these topics! (I hope no-one fainted after reading that sentence! And, no, as far as I know hell has NOT frozen over! LOL). It just seems like the same stuff over and over again, day after day and I’m finding myself repeating the same stuff over and over...

I haven’t read through the thread but don’t think it is about Rangle’s draft. Obama talked of this when campaigning and it was frightening to hear then.

Obama’s Civilian Army

THEN-PRESIDENTIAL CANDIDATE BARACK OBAMA: We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.
