It will take a tick more than Changing Mississippi's Constitution especially since that is not the issue.

It is the law suits and the money it takes to fight them that cause small rural schools to bow out of the fight. They just can't afford it.

And changing the state law will not help, since they will then file a federal civil rights charge...

The only stopping this is in DC.

Oh, see now. But from what I read earlier in the thread it appeared that Constance had been granted to power by the State’s Constitution to cancel proms across the state.
