Here is my question.

For what purpose would the Internet or portions of it be shut down?

I cannot see any case where doing so would help National Security.

One might say they could shut down Jihad websites, but then where will they get their ‘intelligence’ from?

It would be shut down to prevent people such as us from communicating, to stop the quick flow of information.

bill makes it clear that the president's authority includes securing our national cyber infrastructure from attack. The section of the bill that addresses this issue, applies specifically to the national response to a severe attack or natural disaster. This particular legislative language is based on longstanding statutory authorities for wartime use of communications networks....The purpose of this language is to clarify how the president directs the public-private response to a crisis, secure our economy and safeguard our financial networks, protect the American people, their privacy and civil liberties, and coordinate the government's response. - CNet http://www.sefermpost.com/sefermpost/2009/08/us-senate-bill-gives-president-control-of-internet.html

What would make you think this bill has anything to do with National Security? Clearly, it's all about Job Security -- for Obama and congressional democrats.
