Do we really want to introduce this microbe directly into an environment which has an as yet uncontrollable open tap?

I say yes, absolutely. It's a natural solution that won't do further harm to the ecosystem, and will also tend to multiply itself through wholly natural processes. It dies off when all the oil is consumed.

It's as close to a perfect solution as anything I've seen.

It dies off when all the oil is consumed. . . introducing this microbe into an open supply which can contaminate any tributary sources is a big mistake. Seal the source first.
