$400 million is a tiny amount. Federal employees’ award amounts are a much smaller percentage of their benefit outlays than anything you find in the private sector.
But the big, fat pension, with COLA’s and lifetime health insurance for producing nothing is still pretty good.
I beg to differ...the private sector doesn't give out bonuses via our tax dollars.

The private sector has eliminated bonuses.
The private sector has layed off workers.

Why are public sector employees getting bonuses at all? I was in the Navy for 13 years and didn’t get a bonus. Want a bonus? Get a job contributing to the economy.

For Obama, this is “small change” you can believe in.
I don’t know. This was in 2009, might be from Bush-era legislation, and air traffic controllers should get bonuses if they do a good job. To really bust this open would require deep study.
