I believe the 1994 Republican gains placed Clinton in check. He would have been a different animal if it hadn’t been for that. Fiscally, the Republicans owned him. Then they got Bush, and off to the races. Go figure.
Obama is moving as fast as his feet will take him for this very reason. He feared he might be neutered in 2010.

I still don’t know if Shrillery is meaner or not. I think MAYBE so. Maybe a bit more spiteful, as well.
