That's an experimental tracking device made by a college student who won an essay contest. BP had to add it to get educational stimulus dollars.

The original fumbles was Viking 1 ROV, he is apparently in timeout or up on the ship, so we have started calling Ocean 2 fumbles jr. and T-rex Jr.
