The size is less important than the fact that all procedures were not used.

There have been oil spills the world over, in every ocean and it didn’t take 37 days to decide what to do what to do......
Aren’t there all kinds of government regulatory agencies that are supposedly overseeing drilling? Seems to me that’s the initial failure.
