Note to the editors of the Compost: The plural of "state" is not "state's," even if there are 57 of them.

The apostrophe was correct. “State’s” wasn’t meant as the plural of state; the plural in the sentence is chiefs. Police chiefs from several of the state’s (the state being Arizona) and the nation’s largest cities.
