WASHINGTON Backers of NASA's Constellation program scored a significant victory Thursday by winning the Senate Appropriations Committee's support to block the Obama administration from terminating any part of the $108 billion back-to-the-moon program before October.
And they did it by piggy-backing the restriction onto a must-pass wartime supplemental budget package involving combat dollars for Afghanistan.
Up until Thursday, the battle over NASA has largely been a political war of words and this is the first time that a congressional committee has responded directly to President Barack Obama's NASA proposal since February, when the president declared the Constellation program should be shelved.
The maneuver was pushed by Sen. Kay Bailey Hutchison of Dallas and proposed by Sen. Robert Bennett, R-Utah.
By including the language in a $58.8 billion budget supplemental to underwrite the costs of combat, Hutchison and her allies virtually assured that the restriction will be adopted by the full Senate and House and signed by Obama because the costs of the Afghanistan war must be funded.
The language declares that NASA funds shall be available to fund continued performance of Constellation contracts, and performance of such Constellation contracts may not be terminated for convenience by the National Aeronautics and Space Administration in Fiscal Year 2010.
Unanimous approval The amendment sailed through unanimously.

Good news, sure hope they stop that maniac trying to keep us behind everyone. NASA and the military are the top 2 or 3 government spending there is. You actually get results.

Strongly agreed.
Anyone criticizing NASA spending should try living life without the benefits it has brought us the last fifty years.
Some even would not be alive. So much medical technology has spun off and safety equipment.
I am still stunned that there are Freepers that are so ignorant about what NASA enables for our nation and humanity.
They paint themselves into political corners they don’t see all the benefits that are literally all around them in daily life. Sometimes not everything is politics.
There are larger forces at work.
We will return to the Moon right before the Greeks. This is idiotic posturing because anyone that can add and subtract knows this is never going to happen. We are broke for at least a generation, and that generation is going to have to adjust to some major changes in standard of living, and globe leading largely meaningless gestures like returning to the moon isn’t something we can or should be doing with borrowed money.
SpaceX will get there and be waiting at their lunar base for those government employees to show up. The SpaceXers will invite them in for a cup of tea and some biscuits.
The moon program is PEANUTS compared to the rest of the spending.
Let’s see: Neil Armstrong vs. Barry Obama in a fight over the future of space exploration. Guess who wins! One has to go a long way to get Neil mad, but Barry managed.
Again, the civilzations that shrink from the frontiers will atrophy and die.
Keeping on the cutting edge of exploration is key to our long term survivial.
