If that was the case the HDOH would not report that there was an amendment because the new BC functions as the original and would have no amendments to it.

The laws in Hawaii actually cover any of the “embarrassing” situations typically mentioned - so that a new long-form birth certificate is created to edit out the embarrassing information, with the original BC sealed to prevent anybody being embarrassed by disclosure.

So his unwillingness to show ANYTHING genuine - even the COLB - is very, very unlikely to be associated with an embarrassing situation regarding parentage, marital status of his mom, gender, race, adoption, etc.

And if he were adopted by an Hawaiian, he could have a "legitimate" Hawaiian birth certificate, showing Hawaiian birth, regardless of where else in the universe he was actually born.
