Saw an econonline van on 80 west with NY plates heading to the Delaware water gap while driving home with my family on saturday. Dark tinted windows, jammed packed with people, and fish tailing because of the excessive weight. It went flying by us in the fast lane doing over 80. When we were getting off of our exit, it was on the far left shoulder with a blown out tire and an NJSP car behind it. There were probably 16-20 people standing on the shoulder as I drove by.

Are you saying that by driving under the posted speed limit in a van the cops ahould have probable cause to make a stop and check for papers.
