No, but the Government Unions sure can and do.

Government unions must be banned. Civil servants are supposed to be just that, not bargaining members trying to turn the screws on taxpayers. Public servants should not be able to strike. If they don’t like the terms of their employment, they have the honorable option to quit. They should not have the right to withhold government services (via a strike or otherwise) from the public under any circumstances.
