Russian orphanages and adoption workers have a reputation for being dishonest about the history and condition of the children they put up for adoption, and will first unload the most problematic children on adoptive parents from other countries. The serious issues which often require professional help don’t become fully evident until the children have spent a longer amount of time with the new parent(s).

In Texas all a parent has to do, and I mean biological parent, is stand before a judge and say “I no longer can care for this child” and the child is off to DHS. The parent is off the hook.

I know a couple who kept getting kids from DHS, and believe me most are “damaged” in some way, and they would keep them for a while to see if they wanted to keep them. DHS allows this by allowing people to be foster parents. This couple went through a few before finally officially adopting two little girls. And from the story I’ve got a feeling they’re going to need some serious counseling. And that’s the story DHS tells. No tellin’ how much they left out. And sadly, this couple believes God will heal everything and counseling is showing a lack of faith. Gonna’ be some rough times ahead for all.
