A seven-year-old Russian boy who was adopted by an American woman has been sent home on his own with a note saying he was no longer wanted.
Young Artem Savelyev arrived at Moscow airport with the typed note from his adoptive mother which said he was being abandoned after only six months in her care.
Torry-Ann Hansen had admitted to having made a mistake and suggested the boy should be re-housed.
"I no longer wish to parent this child," the unmarried 27-year-old nurse from Tennessee wrote, requesting his adoption be annulled.
She accused the boy's Siberian orphanage of misleading her about Artem's behavioural problems.
Hansen had placed sweets, biscuits and colouring pens in the child's rucksack before checking him onto the 10-hour flight as an unaccompanied minor, reportedly telling him he was going on an "excursion" to Moscow.

State Dept. procedure in the last few year results in a certificate of citizenship. Kids who fell under the Act who did not receive that cert should get a US passport.
Don’t wait until they need it. It can take a while.
The main key to t his will be the INS stamp on their foreign passport when they first came into the US. This is the proof of legal permanent entry.
The main place to look for information is the STATE DEPARTMENT not the INS / ICE.
Yes, that is EXACTLY how sociopathy in children looks at the beginning. He truly WOULD have burnt down the house if given a means.
I am going to go out on a line and say that it may not have been this young lady’s fault that she was in this situation. Someone along the way should have seriously informed her that there is a VERY VERY great chance that an older child would have some serious behavior issues, including attachment disorder, and that he might never be able to love or form any legitimate human relationships. These kids with serious RAD are like stray cats and might NEVER truly trust anyone.
I do not approve of putting him on the flight like that, but I definitely don’t blame her alone for the situation she was put in. What the bleep is the point of going through all the hoops to adopt if no one had her study RAD intensely?? Or coach her in the specifics required? No single 27-year-old is ready for all of that.
However, unless Russia, like the United States, considers everyone born within their country (even to non-citizens) a citizen, then I am pretty sure they have acknowledged that our son is not a Russian citizens. That is, I think, the very reason they took the step of listing his adoptive parents as his official "birth parents" on our his birth certificate.
That was a very interesting but disturbing story of what can happen when one adopts children. In this case, I believe the boy had a alcoholic mother who lost custody of her child. Such parentage could cause her child to have severe problems.
I really feel sorry your neighbor or for anyone in that situation - trying to do good but being saddled with more problems that anyone should bear.
You will need a US birth cert (at least in my state) to get a state ID. The Russian BC only shows that you are the parents.
If you don’t get a US state BC, you can still get a US passport, which will be sufficient.
Unless Russian law has changed, Russia still considers your child to be a Russian (with dual citizenship).
At least in my state, the law distinguished between the reissued BC and actually having had the child while traveling. There are special laws for Americans who are in foreign countries due to their employ by the US govt. You need to check into getting a BC issued by your state. And you need to get a US passport for your child. Hold on to the passport that was stamped when your child entered - with your life.
What a crime!
No matter what, he was HER child. You don’t get to ship him back because he’s been acting badly for 3 months. Did she try therapy? Can anything be accomplished in 3 months. The child reported that she was yelling at him constantly and pulling his hair. Hmmm. Did her abusive behavior cause him to start acting out?
Any adoptive parent who doesn’t study attachment issues is downright irresponsible and should never be approved.
I’m not willing to call this kid RAD based upon granny’s and mommy’s saying he was. Granny also said he wasn’t abandoned because there was a stewardess on the plane. They sound crazy.
> Any adoptive parent who doesnt study attachment issues is downright irresponsible
The agencies were criminally irresponsible in the past.
> No matter what, he was HER child
He was a child the Russians injured and did not want.
She wanted a child she could manage and found she was unable.
American states do not help very much if at all. It is all on the adoptive parent. It is an impossible situation.
The Russians are lying as usual about stopping adoptions. The gigantic fees paid are actually bribes. The Russian kleptocrats are totally bluffing us naive Americans, as usual. They’re not about to stop it for very long.
> final Russian-issued birth certificate
The problem with getting any kind of ID or license AFTER age of majority (18) IS the Russian BC. The adoption is recognized but that is a different issue.
Try to get a state ID for your child right now. See what they tell you.
> foreign minister Sergei Lavrov called for all adoptions of the country’s children by US citizens to be fr
What a typical bullcrapping Russian liar. They will never forgo all the money they make on this.
Grandmother: Adopted boy sent back to Russia was violent (the other side of the story)

I believe so as stated in the letter I posted at #33
All children who are adopted were not wanted. He was still her responsibility. She should have done the adult thing and worked through channels for a disruption and re-placement. But she couldn't even handle doing the adult thing. It seemed "granny" did it all:
Nancy Hansen, the Tennessee woman who put Justin Hansen on the plane in Washington, insisted she did not abandon the child, but was following instructions from a lawyer she found online.
Hansen told CNN that she was concerned about her family's safety after a series of violent incidents and threats.
"I still have energy and I love children," Hansen said. "It wasn't that he was just energetic and wearing us down. It was the violent tendencies and he had to be watched at all time."
snip
Nancy Hansen outlined for CNN the process she followed after she decided Justin must go back to Russia.
When the lawyer she found online advised her the adoption could be reversed, Hansen booked the flight and paid the fee for a steward to escort Justin through the airport, she said.
She hired a driver in Moscow she found online to pick the child up from the Moscow airport, she said. She found "safe references" for the driver online, she said.
She then prepared a letter for Justin to present to Russian officials, which included a photo of the driver, whom she identified as "Arthur," she said.
Justin "had never been happier" than when he boarded the plane for Moscow, she said.

Why is grandma in charge here? "She's not too tired, "she decided he needed to go home to Russia", "she made all the arrangements". What's really going on here?
WTF??? That is some real insanity. This woman followed directions she read off of the internet on how to rid herself of a child she no longer wanted? Safe references for a car driver that she found online???
What do you want to bet there is totally something else going on here?
That’s some real insanity. Normal people don’t do things like that!
I agree WTF? And, where is the daughter who is supposedly the mother to this child? Grandmother did everything and talks about her ability to parent....there is something seriously wrong here.
Possible, with a poor prognosis.
Possible, with a poor prognosis.
Neither can you.
