how can you promote cap and tax if the world will not drown as a result of melting polar ice caps. The way this is worded, I'm not sure whether the author is clear on the physics involved.
The (north) polar ice cap is floating sea ice. Whether it covers a massive area and is hundreds of feet thick or disappears completely makes no difference whatsoever to the level of the ocean. Ice or water, it affects sea level the same.
The (south) polar ice cap is (mostly) on Antarctica. Each cubic mile of it that melts raises the ocean's level. The same is true of the considerably smaller Greenland ice cap. Whether and how fast they might be melting is of course an entirely different question.

The date for maximum ice extent is the latest ever, which may result in a shorter melting season.
The actual amount of ice has returned to the 1979-2000 average.
