Why not? Its not PC to say so, but the only way to win is to make your enemy realize he has lost.
That is about the stupidest thing I’ve ever heard coming from a general in the US armed fores.

Sounds like a great plan if your intention is not to decisively win the war.

Um, yes you can. For example: if you kill EVERYONE who is a member of the nation you are at war with, that nation ceases to exist... Haven’t you ever played Civilization (I, II, III, or IV)?
WWII had an enemy army in uniform.
Front lines and the rear.
This war has the enemy in regular clothes in the
Middle East, Europe, South East Asia, Russia, Africa, etc
This is a circular war. No front line, no rear.
We have to win the general population.
WE can make a parking lot out of a country only the enemy
will send missiles from another country and hit America.
Or, just like in Russia, two muslim women suicide bombers
hit the subway system in Moscow killing people yesterday.
The enemy is in the U.S. They can take out shopping centers, stadiums with 80,000 people.

In our own Civil War, Sherman and Grant came coming at the Confederates until they had to quit. Bedford Forrest, a ferocious fighter, gave up after Lee did, because he realized the futility of fighting on.
The problem is,these crazed Islamists don’t consider getting killed as a loss.The closest we ever came to a similar enemy was the Japanese and we had to kill millions of their civilians in bombing raids and use nukes to get them to see the hopelessness of their situation.
Tell that to Sherman and Sheridan. First the Confederacy, then the Indians. Sure they won’t think highly of you and your name will be cursed for all time. But you will end the war.

My philosophy: There’s a computer game for illustrating the ‘right way’ for every government ‘mismanagement.’
Although, he might just have been thinking of the "body count" obsession of the US brass during Vietnam. Yes, we killed a bunch of Viet Cong and NVA, just not enough to present the enemy with unacceptable losses. In the process, some military members learned the wrong lesson.
Machiavelli said "Do not do your enemy a small injury", in the sense of hitting him hard enough to piss him off, but not hard enough to eliminate his ability to retaliate.
This is the general that some conservatives were boosting for President a short time ago.
