What does Virginia and the 12 other states that are out front on this, and any others that join plan(ing) to do to thwart the likely federal reaction of cutting off reallocation of federal funds?
There, fixed it. This is going to be a MASSIVE revolt from big gubmint. Then we'll repeal and squash.

For clarity, you mean a massive revolt AGAINST big gubmint?
I think mass disobedience is one of the tools that will have to be used. There may be consequences, fine. For me, better than living with repression.
