I actually think the Senate bill originated in the Max Baucus committee... was not the House bill.
Maybe I’m not correct, but I seem to remember that it was a new bill.
I don’t remember where the Senate bill originated, but I would think it was in senate hell. I read somewhere this past few days that Pelosi took an existing house bill, and gutted it, then put in the Senate language.
I assumed at the time, that was her way of getting around the fact that the bill had not originated in the house to begin with.
