That's more difficult to do nowadays. Banks - under orders from fedgov - must report cash transactions over $10G. If the bank thinks you are "structuring" transactions (multiple transactions under $10G) to avoid the reporting requirement, that gets reported as well. Structuring is a federal crime, even if the cash is for a legal purpose.

I’m totally against the bill but $900 a month for a single insured, smoker or not, is crazy. Health care is out of control and so are the doctors and hospitals who over charge just so the insurance company will pay them a small ‘negotiated’ rate. It is a vicious circle. The system has a lot of broken parts that need to be addressed..just not this way.
