I have a question, and forgive me, it may have been asked before——when it comes time for the final vote, is it possible to “change your mind” and vote another way at the last moment?

they can change their vote at any time up until the time expires during the actual voting period

Yes, it is possible to change your mind up until the time you actually cast your vote.
